Survey on Performance Management Practices in States
http://www.phf.org/pmc_state_survey.pdf.
This 2002 survey report describes the extent to which responding state health agencies apply key components of performance management; manage performance in specific areas, such as financial systems, human resource development, health status, customer focus and satisfaction, and public health capacity; use various performance frameworks; report outcomes from performance management efforts; and desire assistance to improve performance management.  The report defines performance management and its four components (performance targets, performance measures or standards, performance reports, and processes for quality improvement or change using performance data).
