REGION I (CT, ME, MA, NH, RI, VT)

2010 Priorities

Asthma  (Resources)

The Region 1 (New England) Office of the U.S. Department of Health and Human Services (DHHS) is focusing on asthma as a Healthy People 2010 priority.  Working with the New England Public Health and Managed Care Collaborative (NEPHMCC), comprised of regional public health and managed care leaders, the Regional office seeks to improve medical management of pediatric asthma.  The Regional Office and NEPHMCC facilitate state-based implementation of comprehensive guidelines developed by NEPHMCC, which include recommendations for consistent implementation of uniform asthma management plans, better coordination among providers, and improved payer coverage.   Together with the regional offices of Environmental Protection Agency (EPA) and Housing and Urban Development (HUD), DHHS also created partnerships with state, local and non-government organizations to form the Asthma Regional Coordination Council (ARCC), which focuses on the environment’s impact on asthma.  The ARCC is finalizing a twelve-point plan that includes improved surveillance, educational activities, and recommendations to address environmental issues in homes and schools.  For more information, contact Albert K. Yee, MD, MPH, Regional Health Administrator for Region 1 (617-565-1507 or ayee@os.dhhs.gov).

REGION IV (AL, FL, GA, KY, MS, NC, SC, TN)

2010 Priorities

Diabetes  (Resources)

In all Region IV states, rates of diabetes among resident populations continue to exceed National averages; with corresponding economic burden from an array of diabetes-related complications. Through the collaborative efforts of many, focus across the region is centered on this serious, costly and complex disease; via effective uses of data and information for surveillance and management; engagement and support of community partners; regular dissemination of best practice interventions; policy research to define the economic impact of disparities; and new financing of incentives to support evidence-based care, public education, and advocacy. For information concerning the region’s focus on diabetes, contact Dr. Arlene M. Lester, Regional Minority Health Consultant at alester@osophs.dhhs.gov or (404-562-7905).

REGION V (IL, IN, MI, MN, OH, WI)

2010 Priorities

Assist States with Tools to Work with Community Associations with a Focus on Health Disparities (Resources)

In May of 2000, in partnership with Northwestern University's Asset-Based Community Development (ABCD) program, Region V hosted a conference for state and local health departments to (1) learn how to map local neighborhood associations, (2) determine what they are doing surrounding Healthy People 2010, and (3) how to engage those associations.  There are now two pilot sites, Freeport, Illinois, and the Mapleton Fall Creek Neighborhood in Indianapolis, Indiana, where these tools are being implemented.  Additionally, mini-awards in these minority neighborhoods will be awarded to help catalyze Healthy People 2010 efforts around community-driven interests.

In August of 2003, an additional training was held in partnership with Northwestern's ABCD Institute, along with the American Academy of Pediatrics and the Dyson Foundation to integrate community volunteerism concepts into selected Pediatric Residency Programs throughout the region.

A project is underway to evaluate local public health/Healthy People 2010 objectives through a cooperative agreement with the State of Wisconsin's Division of Public Health in conjunction with the University of Wisconsin at Madison.  Each local public heath department used CDC criteria to develop their own objectives based on community needs and interests.

REGION VIII (CO, MT, ND, SD, UT, WY)

2010 Priorities

Workforce Development, Especially Focusing on Native Americans and Health Disparities  (Resources)

Region VIII has contracted with the American Indian Higher Education Consortium to develop a nursing curriculum that includes Healthy People 2010 objectives and Leading Health Indicators. This curriculum is intended to be used in selected tribal college schools of nursing in order to enhance students’ understanding of public health and prevention activities. Special focus will be given to include those objectives that pertain to women’s reproductive health, family planning, and elimination of health disparities. For more information, contact: Jane Wilson, 303-844-7859, jwilson@hrsa.gov; Lorenzo Olivas, 303-844-7858, lolivas@hrsa.gov; Laurie Konsella, 303-844-7854, lkonsella@hrsa.gov; or Jill Leslie, 303-844-7856, jleslie@hrsa.gov.

REGION IX (AZ, CA, HI, NV, AS, MP, GU, MH, PW, FM)

2010 Priorities

Promotion of Sexual Health and Responsible Sexual Behavior  (Resources)

Our nation faces an array of public health problems related to sexual behavior, including sexually transmitted diseases, unintended pregnancies, and sexual violence and abuse.  What is also troubling is the fact that certain groups—including minorities, the socio-economically disadvantaged, and women—are often disproportionately impacted by these problems.  Eliminating health disparities is an overarching goal of Healthy People 2010.  Region IX is making a special effort to coordinate the activities of its Offices (Minority Health, Women’s Health, Population Affairs, Pacific Health and HIV/AIDS Special Project) to focus attention on this priority area.  Major partners involved in advancing this priority are the region’s Title X family planning grantees, who operate comprehensive clinical, educational, and community outreach services. In an effort to eliminate disparities in sexual health, interventions are targeted to the most socio-economically vulnerable communities, where community members have less access to health education.  Besides the education and counseling available in the 300+ clinical settings, services are also provided in schools, churches, detention facilities, shelters for the homeless and victims of domestic violence, and at substance abuse treatment centers.
