KATHY C. VINCENT, MSW

Kathy C. Vincent has diverse staff duties as Staff Assistant to the State Health Officer for the Alabama Department of Public Health. She analyzes management/operational issues, assists in the development of agency directions, resolves agency/staff issues or questions, and analyzes and develops agency response to federal/state legislation - current and proposed. She has line responsibility for the Bureau of Home and Community Services; the Office of Professional and Support Services which includes Public Health Nursing, Nutrition, Social Work, Workforce Development, Management Support, Women’s Health and Pharmacy; and the Office of Children’s Health Insurance. She is active in the Association of State and Territorial Health Officials and is the past chair of the Public Health Leadership Society. Ms. Vincent received her undergraduate degree from the University of Montevallo and holds an MSW from the University of Alabama. She is also a member of the National Academy of State Health Policy.

 

KATHLEEN NOLAN, MPH

As the Director of the Health Division of the Center for Best Practices at the National Governors Association, Nolan oversees research, policy analysis, technical assistance and project development for all health issues. The division works with states to identify, share, and implement best practices on these issues facing states: health care service and cost-containment, long-term care and aging, public health programs and disease management, along with pharmaceutical programs, and regulatory and legal issues impacting health and health care. Nolan's major policy areas include health promotion and disease prevention, disease management, leadership issues, and public health preparedness.

TOM BLANFORD

Tom Blanford has been the Associate Director for Teacher Quality at the National Education Association for two years. Prior to this time, he was the Executive Director of the North Carolina Professional Teaching Standards Commission, and worked as a high school teacher for 15 years in Detroit and in North Carolina. Tom has served on the Board of Directors of the National Board for Professional Teaching Standards, and the National Dropout Prevention Network. He has been active in international education, as a delegate to Education International and a guest of education agencies and teacher unions in Africa, Asia, South America, and Europe. Tom was a fellow with the Kellogg Foundation National Fellowship Program from 1986-89. Tom received his undergraduate degree in history from the University of Wisconsin at Madison, an electronics technology degree from Northeast Institute in Boston, and a masters degree in technology education from Wayne State University. He also completed coursework for an EdD at North Carolina State University.

 

EDWARD S. SALSBERG, MPA

Mr. Salsberg is the Director of the new Center for Workforce Studies at the Association of American Medical Colleges (AAMC) in Washington DC. The Center was established in early 2004 to conduct studies to inform the medical education community, policy makers and the public as to the nation’s current and future physician workforce needs. Prior to joining AAMC, Mr. Salsberg was the Executive Director of the Center for Health Workforce Studies at the School of Public Health at the University at Albany of the State University of New York (SUNY). Mr. Salsberg established the Center in 1996. The Center is a national leader in the field of health workforce studies.

Mr. Salsberg, a frequent speaker across the country on issues related to the health workforce, has authored and co-authored numerous reports and papers on the health workforce. Mr. Salsberg has been a member of the U.S. delegation to the International Medical Workforce Collaborative since 1999 and is the chair of the 2004 delegation. He is also the chair of the Health Workforce Research Interest Group of AcademyHealth. Mr. Salsberg was on the steering committee of the National Academy for State Health Policy from 1995 till 2004. He was also a member of the American Hospital Association’s Commission on Workforce for Hospitals and Health Systems. Mr. Salsberg is also a member of the faculty at the School of Public Health in Albany. From 1984 until 1996, Mr. Salsberg was a Bureau Director at the New York State Department of Health. Mr. Salsberg received his Masters in Public Administration from the Wagner School at New York University.

 

JEAN MOORE, MSN

Jean Moore, BSN, MSN, is the Director of the New York Center for Health Workforce Studies at the SUNY Albany School of Public Health. In this capacity, Ms. Moore directs workforce studies that focus on the supply, demand, use and education of health personnel. She recently completed a national study of the public health workforce in state and local public health agencies, particularly public health physicians, dentists and nurses. Ms. Moore is currently overseeing a two-year study to research the components of a comprehensive, national methodology for identifying health care facilities and agencies with critical shortages of RNs.

Ms. Moore is currently enrolled in the Doctor of Public Health Program at the University at Albany School of Public Health. She holds two masters degrees from Russell Sage College, one in nursing education and one in psychiatric nursing as a clinical specialty. She received her bachelors in nursing from the SUNY College at Plattsburgh.
