​The Public Health Foundation (PHF) is pleased to share the new Performance Management Toolkit, a source for performance management resources and tools, including case stories, white papers, and self-assessments that can help individuals and organizations move from learning to application. The purpose of this toolkit is to help public health professionals understand performance management and how to develop successful performance management systems.
 
This toolkit is designed to respond to an organization's needs, regardless of where it is on the road to effective performance management. Visitors to the Performance Management Toolkit can locate resources about topics such as getting started with performance management and continuous improvement of a performance management system, and find case examples of how other health departments have approached performance management. Users can also explore resources about each of the five components of the refreshed Public Health Performance Management System Framework.
 
Purpose and Background of the Performance Management Toolkit
More than 10 years ago, PHF collaborated with the Turning Point Performance Management National Excellence Collaborative (PMC), which developed a package of resource materials to help public health systems manage performance. Acknowledging advancements in the public health field, changing priorities, and the breadth of examples that have been developed in recent years, PHF undertook an initiative to refresh the framework and other PMC materials. The new Performance Management Toolkit is the culmination of two years’ work by an interdisciplinary team of performance management experts to refresh the Turning Point Performance Management System Framework and make performance management resources broadly accessible. In March 2012, PHF convened a Performance Management Think Tank, including:
  • Individuals from the original PMC
  • Representatives of the National Public Health Improvement Initiative’s Performance Improvement Managers Network
  • Quality improvement experts
  • Public health accreditation leaders
  • Centers for Disease Control and Prevention advisors
  • Other public health visionaries 
Based on the Think Tank’s recommendations, PHF developed this toolkit to be an easily accessible collection of useful resources and guidance to support performance management in public health. The source will continue to grow and meet identified performance management needs in the field.
 
Who Should Use the Performance Management Toolkit?
The Performance Management Toolkit is designed for public health professionals with the responsibility to improve quality, performance, and outcomes of public health programs and overall activities of health departments and other public health organizations. Whether you are overseeing a health department’s public health accreditation preparation efforts or active in building an effective performance management system within your organization, the Performance Management Toolkit provides resources that may help to accomplish your performance management goals.
