Workforce Assessment Final Report - Montana Public Health and Human Services Public Health and Safety Division


​​In 2013, the Montana Public Health and Human Services’ Public Health and Safety Division (PHSD) conducted an assessment to measure the competency of its workforce and determine training and educational priorities for its employees. To accomplish this, the PHSD developed a web-based survey. The survey instrument was adapted from the Core Competencies for Public Health Professionals, which were created by the Council on Linkages Between Academia and Public Health Practice. The survey was distributed with SurveyMonkey. Using a scale of 1 to 4, employees were asked to rate their proficiency related to each competency and the importance of each competency to their position. Based on the results of the survey, competency domains were prioritized using a Competency Prioritization Matrix to identify areas in which training might be beneficial, and a training agenda was developed. This process was completed both for the organization overall and for specific job categories within the organization.
