​Developed in 2008, the Pipeline Workgroup Policy Statement outlines the Council on Linkages' efforts to address the public health worker shortage by determining the flow of individuals into, and out of governmental public health agencies. The Council prepared this policy statement in an effort to focus the public health field on addressing this issue of forecasted public health worker shortages.
