Advancing the public health workforce to achieve organizational excellence
Using PDCA Cycle to Improve Skills in Core Competencies

Overview

In 2007, Olmsted County Public Health Services (OCPHS) in Minnesota used the Plan-Do-Check-Act (PDCA) Cycle to improve their employee’s knowledge in Core Competencies for Public Health Professionals (Core Competencies). Using the four stages of PDCA cycle, OPCHS integrated the Core Competencies into its improved performance management process:

  • Plan – Utilize the Core Competencies as a framework for assessing current proficiency in public health competencies
  • Do – Complete a self-assessment of proficiency in the Core Competencies
  • Check – Compare recommended vs. actual proficiency levels
  • Act – Prioritize development and learning needs based on the comparisons. Develop and implement training and learning plans
